Senate Bill Proposes Changes to Septic Contractor Licensing Requirements in NC (SB166)

North Carolina's licensed septic contractors may soon face new requirements if Senate Bill S166 is passed into law. The bill, which is currently under consideration in the state legislature, aims to increase the standards for becoming a Grade Level IV installer or Inspector.

Under the proposed legislation, individuals seeking to become Grade Level IV installers would need to hold a Grade Level II license for a minimum of two years before being eligible to apply for the Grade Level IV exam. Similarly, those aspiring to become inspectors would be required to have a minimum of two years of experience as a Grade IV Installer, AOWE, or Subsurface Operator. The bill also seeks to add an exam for those seeking Level II certification in addition to the class requirements already in place.

The bill, as it stands, does not specify an effective date. Therefore, if enacted without revisions, these changes would become law upon signing. With North Carolina currently in a legislative short session, where decisions are made swiftly, the pace of this bill's progress is expected to be rapid, potentially affecting licensed contractors sooner than later.

For individuals aiming to become Grade Level IV installers, meeting the new requirements before the upcoming June 3rd NCOWCICB exam in Carolina Beach, NC, is crucial. This entails completing an additional 6-hour training session and submitting the exam application by May 10th, 2024.

In order to meet this last minute deadline Onsite Wastewater Professionals has two classes next week that will allow participants to meet the May 10th deadline.

Wednesday, May 8th, Statesville NC
Thursday, May 9th, Raleigh NC

Those who have undergone inspector training but have yet to fulfill the necessary 6-hour continuing education requirement or register for the exam are encouraged to act promptly, given the uncertainty surrounding the bill's fate and potential further changes.
